o TUPE and Change Specialist with the National Policing Improvement Agency working on the establishment of the National Police Air Service

o Lead a Borough Council to achieve the Investors in People award, and it’s re-accreditation against the revised standard three years later, including working with Elected Members to ensure understanding and ‘buy in’ to the process
o Lead a County Council to complete pre-assessment analysis of readiness for Investors in People, and drew up action plan to take it forward
· HR policy & procedure development:
o Developed guidance on key HR issues and policies for Regional Fire Control Centres, eg TUPE, Redundancy, Relocation, Recruitment & Selection, Pay & Reward, Performance Management, Diversity & Dignity at Work, employment law implications of the transfer process and strategies for ensuring a smooth transfer
o Worked with Principal Officers, Managers and representative bodies of Fire & Rescue Service to develop, and provide guidance on, policies in absence management, performance management, & capability
o Developed, negotiated and implemented policies on recruitment and selection, flexible working, grievance, discipline and absence management for Probation Service
o Developed, negotiated and implemented policies on Training & Performance Management (including appraisals), Work/Life Balance, Training & Development, Diversity, Dignity at Work for a Borough Council
· Providing guidance and support on HR problems:
o Re-organisations, restructures, redundancy, TUPE transfers
o Disciplinary action, including dismissals and appeals, and disciplinary investigations
o Grievances, and carrying out grievance investigations at a senior manager / director level

· Project management of HR projects:
o National Police Air Service project – developing, and supporting the employers to implement, an HR project plan while providing support and guidance to affected staff
o National FiReControl project – identified and drew up HR project plan for the transition from 46 separate Fire & Rescue Service control rooms to 9 independent Regional Control Centres
o Drew up plan and implemented it to enable Borough Council to successfully prepare for and achieve Investors in People
o Developed successful bid for “Work-Life Balance” funding and project managed analysis and implementation of necessary changes to policy and practice
· Embedding diversity & equality within organisations:
o Developing and implementing equality action plans in accordance with legislation and best practice within Borough Council and Probation Service
o Developed positive action programmes with Chamber of Training, Commerce and Enterprise to encourage and enable severely disadvantaged groups of people to take advantage of government funded training programmes
o Delivered awareness raising & training to company directors / board members / elected members on their responsibilities with regards equality / diversity
o Planned and implemented flexible working policies & practices within Borough Council
o With other stakeholders developed and launched a multi-agency approach to dealing with racial harassment in Bedford
o Chaired regional equalities forum which began the process of developing the national standard for equality.
· Training & development:
o Developed and implemented all policies & practices necessary to achieve Investors in People
o Developed and implemented National Vocational Qualifications in Management, Administration, and Customer Service within borough council, including gaining accreditation as an assessment centre with Edexcel, using non-portfolio based techniques
o Carried out corporate training needs analysis leading to the development of a training strategy and plan for a borough council, and implemented the plan. |
